On the morning of 5th December, 2012, at Laguna venue, Fortuna Hotel, Hanoi, Workshop “Reporting Session of the study on accelerating introduction of energy saving equipment and environmental sound management of used fluorocarbons in Asia” (The workshop) was held.
Under the framework of collaboration low carbon growth program in accordance with Joint Crediting Mechanism (JCM), Ministry of Environment Japan (MOEJ) sponsored to implement Project “Feasibility study on promotion of energy saving equipment and environmental sound management of used fluorocarbons in Indonesia, Thailand, Malaysia and Vietnam” (The Project). Purpose of the project is to promote high efficient refrigerator using natural refrigerant/ low GWP; promote management policy development of FCs recovery and destruction (CFC, HCFC, HFC) to prevent global warmning.
In the reporting session, participants reported results of the research, project’s survey, and annouced results of stakeholders meeting at Tokyo on July 2017, as well as discuss about the cooperation direction in the future at Asia…

The Workshop is under the framework of Project “Feasibility study on promotion of energy saving equipment and environmental sound management of used fluorocarbons in Indonesia, Thailand, Malaysia and Vietnam” (The Project)”.

Through the workshop report, situation of FCs management at 4 countries under the framework of the Project has been shared (FCs lifecycle management situation from manufacturing to disposal/destruction at participation nations) as well as dicussion of future cooperation direction between participation countries to promote FCs management and disposal properly in Air-conditioner and Refrigeration, and by that introducing energy efficiency equipment using low GWP/ natural refrigerant.

Delegates from Associations of Japan also shared experience of Management system of FCs in Japan. Legal Legislation on FCs lifecycle management fully (from production, distribution, recovery and disposal) has been issused and amended through each period, specifically: (i) Reduction of FCs manufacturing and importing by transfer and recylce FCs refrigerant as planned; (ii) Promotion of energy efficiency equipment non-FCs/ low GWP; (iii) Prevention of leakage by testing periodically, recording and reporting amount of leakage annually; (iv) Issusing certification for recovery, recylce / destruction units…




At the workshop, experts from Japan shared information and lesson learned of Japanese on the development of policy and legislation documents of FCs management, recovery and disposal as well as the transformation to apply energy-efficiency equipment using low GWP/ natural refrigerant. Experts also propose that there are neccessary to strengthen promotion and awareness activities not only for manufacturer, distributors of AC and refrigeration but also user is responsible for refrigerant management, recovery and disposal. Promotion activities shoule be strengthen in the future (such as publishing guidance documents, providing basic information, organizing information sessions/workshops…)
