On April 2nd, the Department of Innovation, Green Transformation, and Industrial Promotion (Ministry of Industry and Trade), in collaboration with the Global Green Growth Institute (GGGI) and the HCMC Innovation Startup Center (Sihub), organized a seminar to consult on the Training Program for Instructors and mechanisms to promote innovation startups in the field of energy efficiency.

Experts and scientists discussed mechanisms to promote energy efficiency innovation in Vietnam.
Mr. Quách Quang Đông, Deputy Director of the Department of Innovation, Green Transformation, and Industrial Promotion, stated that Vietnam is transitioning to a green economy and low-carbon development. Therefore, using energy efficiently and saving energy is one of the practical solutions to help develop the economy, preserve national energy resources, reduce greenhouse gas emissions, and move towards the Net Zero goal by 2050.
“Innovation startups in the field of energy efficiency play a crucial role in the energy transition and greenhouse gas reduction in Vietnam. The application of advanced technological solutions helps businesses improve productivity and optimize costs and contributes to energy savings and sustainable development,” said Mr. Quách Quang Đông.
During the technical discussion, experts, policymakers, and industry stakeholders conducted in-depth analyses of the current challenges and opportunities in the field of energy efficiency in Vietnam. They also proposed specific policy frameworks and mechanisms aimed at fostering the growth of innovative startups operating within this sector.
In parallel, the session included policy consultations to support the effective deployment of the AIS4EE Project—an initiative designed to stimulate innovation-driven entrepreneurship in energy efficiency. The project is expected to make a substantial technical contribution to the National Program on Economical and Efficient Use of Energy (2019–2030), with a targeted national energy consumption reduction of 8–10%.

According to Mr. Mai Van Huyen, a policy expert on innovative entrepreneurship in energy efficiency, although the number of energy efficiency startups in Vietnam remains limited, there is significant untapped potential for growth. He cited that in 2024, within just two months of promotion, the AIS4EE Project received 85 applications, including 35 from Vietnamese enterprises.
The submitted solutions and products showcased a wide range of innovations, such as energy management systems, building energy consumption simulation, EV charging optimization, and battery storage efficiency enhancement. Field surveys revealed that these solutions generally require low capital investment but yield high effectiveness in reducing CO₂ emissions.
Addressing the challenges, Mr. Huyen pointed out that Vietnam currently lacks specific regulations for innovative startups in energy efficiency. There is an absence of budget allocation mechanisms to support and promote energy-saving startup activities, no dedicated financial frameworks for energy efficiency startup projects, and a shortage of capable incubators or support organizations that can help develop energy-saving ideas into viable market-ready products.
